Each spring, the VSEA Awards & Scholarship Committee solicits scholarship applications from VSEA members and their spouses, dependents and domestic partners. The application process is easy, requiring the applicant to write a couple of short essays as well as provide a grade history, employment history, personal references and a few other things.
All applications received before May 8, 2018, will be reviewed by Committee members, who will then decide from among all this year’s eligible candidates who is awarded a 2018 VSEA scholarship.
Winners will be announced at the VSEA Council’s June 2018 meeting.

After reading and hearing about the Vermont Labor Relations Board’s (VLRB) recent decision in favor of the State’s last-best-contract-offer, a House and Senate joint Committee asked VLRB Director Tim Noonan to testify before it on Tuesday to drill down on how statute-on-the-books currently governs the process to resolve contract disputes.

One of the back stories to the recent Vermont Labor Relations Board’s (VLRB) ruling in favor of the Scott Administration’s last best offer is the Board’s last-minute* seating of Karen O’Neill in a key “neutral” seat. O’Neill has yet to be confirmed by the Senate, but, oddly, Vermont law permits individuals to hear cases on the VLRB prior to be officially sworn in.
The VLRB defines neutral as individuals in high standing, not connected to any labor organization or management position and who can be reasonably considered to be able to serve as an impartial individual.
Now, here is a snapshot of Karen O’Neill’s work history.
We’ve given you bits and pieces, now VSEA is pleased to provide members and retirees with this comprehensive rebuttal of many of the points made in DHR Commissioner’s April 9 memo.
Please share this information with your co-workers who might be rightfully confused by the explanation memorandums being generated by DHR.
VSEA will also be generating a flyer with this content soon.
Here is the analysis.
