“At a time when we’ve seen 700 state positions cut and vital programs and services are being cut back, we just can’t justify having bottled water at state work sites,” said Conor Casey, legislative liaison for the Vermont State Employees Association.
There are exceptions to the outright elimination of bottled water at some worksites and clarification on that is coming.
"Democrats who voted against Poirier’s amendment Tuesday made it clear that they intend to support a version of that proposal in the near future. ‘In my mind, it’s not a question of if we raise income taxes, but when and by how much,’ said Rep. Mary Hooper, a Montpelier Democrat."

"Nothing is getting any cheaper for those of us that work for the state," said Cordell Hackett, a Department of Transportation worker.
A not mentioned much, but important point. Public employees have to purcahse gas and food just like everybody else.
"Without that surcharge and other targeted tax increases, Mr. Cuomo’s proposed cuts in education and other vital services will inevitably be deeper and more painful than necessary, harming both individuals and the foundation for the state’s future economic growth."
