Mr. Hoffman is among those who expressed frustration that Mr. Shumlin and legislative leaders have refused even to borrow from the state’s reserve fund, which currently holds about $55 million, to avoid service cuts. “I don’t know what they’re waiting for,” Mr. Hoffman said. “I worry that we’re going to come through this recession, get to the other side and someone will proudly say, ‘We never touched the rainy day fund.’ ”
