VSEA has received inquiries from members about a recent new story, concerning a rebate CIGNA must furnish many of its policy holders. VSEA Director Mark Mitchell and General Counsel Michael Casey say "state employees are not in this group since CIGNA just administers the State’s self-insured plan, and VSEA members are not actually customers of CIGNA."

In a word, no. The modest amount the average public worker takes home is covered largely through investment returns–not the emptying of taxpayers’ pockets. Public employees themselves contribute an average of 40 percent of non-investment contributions to their own retirement. (See Pew Report, page 10)
