Vermont Unfortuantely Not Alone In Rocketing Use Of Temp Employees

"Over the last three years, the temp industry added more jobs in the United States than any other, according to the American Staffing Association, the trade group representing temp recruitment agencies, outsourcing specialists and the like."

In Vermont, a temporary employee recently retired with 24.5 years of TEMP service to the State Judiciary. This employee received no benefits for his/her nearly 30 years of State service, nor did they receive health care.

The Department of Mental Health would see an additional $8.3 million and the Department of Disabilities, Aging and Independent Living would receive an additional $3 million, also because of increased caseload."

Story also notes that there is a $5 million-plus savings from the state employees’ health plan. Once again, state employees doing their part!

Unions have been dissatisfied for years with their lack of “pre-decisional involvement” in management decisions. They say that, at many agencies, decisions are already made before management comes to labor to discuss them. Labor leaders such as Bill Dougan, national president of the National Federation of Federal Employees, have often said that sometimes, top agency leaders commit to pre-decisional involvement, but managers in front-line offices seem to ignore those orders. “The most important topic for me is pre-decisional involvement,” Dougan said. “Where the work needs to be done, where the rubber meets the road is those labor-management forums down at those individual installations.”
