After more than six months of negotiations between the Scott Administration and the Vermont State Employees’ Association (VSEA) on a new collective-bargaining agreement, both parties appear headed to the Vermont Labor Relations Board (VLRB) for a final decision. Following the delivery of a neutral fact-finder’s report in early February, state workers say they are disappointed in the Scott Administration’s unwillingness to date to reach a fair and reasonable compromise with VSEA’s Non-Management, Corrections and Supervisory Bargaining Units; one derived from the report.
