The Vermont Senate just conducted a roll-call vote on the House amendment to provide state employees with year one of their negotiated wage and step increases. The vote was unanimous in favor of state employees in the Non-Management, Corrections, Supervisory, Judicial and Defender General Units getting the increase in year one of the contract.
The increase now lands on the Governor’s desk for his signature, as part of the overall budget proposal.
The Legislature’s plan reads that it will take up the issue of funding year two of the Non-Management, Corrections, Supervisory, State’s Attorneys, and Judicial Unit contracts at a later date. This could be in the fall, or it could be this coming winter when the new Legislature convenes in January 2021. Either way, VSEA is counting on your continued support in the continued fight for full funding of the negotiated contract.

The full House voted 133-6 Wednesday afternoon to approve–and forward to the Senate–an amendment introduced two days ago by House Appropriations Committee Chair Rep. Mary Hooper (D-Montpelier) to fund state employees’ negotiated wage and step increases in year one of the contract, beginning July 1, 2020, but not in year two.
The Legislature’s plan reads that it will take up the issue of funding year two of the Non-Management, Corrections, Supervisory, State’s Attorneys, and Judicial Unit contracts at a later date. The full House just voted against an amendment introduced Tuesday by Rep. Cynthia Browning (D-Arlington) that would have stripped state employees of their negotiated wage increase in both years of the contract, which kicks in on July 1. 2020.
VSEA thanks every member, retiree and supporter who made a call or sent an email, urging defeat of this harmful amendment.

What Is The “Pay Act”
Less than a day after the House Appropriations Committee voted to approve a negotiated wage increase (mind you, in just year one of the contract, not year two) for VSEA members in the union’s Non-Management, Corrections and Supervisory Units, Rep. Cynthia Browning introduced an amendment this afternoon to not even include a year one wage increase for state employees.
Call NOW To Protect Your WAGES!
Browning’s amendment would stop employees from getting their negotiated, lump-sum payment and steps in year one of the contract.
The Browning Amendment is being voted on tomorrow (June 24). If approved, it would send VSEA back to the bargaining table. We can’t let that happen.
