VSEA’s Week In Action Newsletter: March 3, 2017

VSEA State House Day 2017

VSEA members from across Vermont were at the State House for most of the day on February 28; your union’s annual State House Day. The primary messages coming from many of the state employees in attendance were to end the privatization of public services, enhance employee security and safety, address staffing issues, allow Probation and Parole Officers to carry a firearm, keep the Windsor prison open and fund the Pay Act.

The day began with members of VSEA’s Legislative Committee hosting a breakfast for members and lawmakers in the State House cafeteria. Following breakfast, VSEA members in the building were able to talk more with their legislators, sit in on a committee meeting, or even watch one of the many press conferences being held by various groups throughout the day.

Two prominent groups of VSEA members attending this year’s State House Day were a delegation from the Windsor prison, which voiced strong opposition to lawmakers about closing their facility and a group of VSEA probation and Parole Officers who were making their case to lawmakers to carry a firearm while on the job. Both groups of workers were afforded hearings before the committees of jurisdiction on their issues. By all reports, both delegations did very well throughout the day and definitely made an impact, but each group knows that there is still a lot of heavy lifting left to do and they could be making the trip to the State House again in the near future. None seemed to mind and all are committed to supporting each other and seeing the fight through to the end.

At noon, VSEA members already in the State House were joined by VSEA Council members, who were meeting across the street at the Capital Plaza. Everyone convened in the House Chamber, where a panel of frontline workers made the case for several of VSEA’s primary 2017 legislative goals. On the panel were:

Margaret Crowley (Judiciary) – spoke about VSEA’s anti-privatization bill, which is aimed at reducing Vermont’s dependence on for-profit, out-of-state private contractors. The bill would also require future privatization deals to be reviewed after a year to see if they meeting the statue that governs Vermont’s ability to award contracts to private vendors (must show a 10% savings). This issue took on new importance after VSEA learned that the State’s privatization of the Risk Management Division last year only produced a 7% savings.

Kris Martin (Middlesex Therapeutic Community Residence) – spoke about the reality for frontline workers at his facility and the Vermont Psychiatric Care Hospital, where there is too much mandated overtime, not enough staff and a perceived lack of leadership and direction from the top. Martin also told lawmakers that he has been personally assaulted numerous times while at work (and he’s not alone), and he implored them to take action now to end the abuse of frontline workers.

Stephen Flibotte (DOC) – spoke about several of the issues confronting DOC employees daily, including understaffed facilities, mandated overtime and having to supervise inmates who are experiencing an acute mental health crises—without proper training. Flibotte stressed that his goal, and the goal of most of his colleagues, is to release inmates who are able to contribute back to Vermont and not reoffend.

Mike Arace (Probation & Parole/DOC) – spoke about the need for frontline P&P Officers to be able to carry a firearm while on the job, providing several strong examples of his fellow officers being confronted by a potentially life-threatening situation. Arace explained that the only piece of defensive equipment DOC is currently issuing to officers is a bulletproof vest, which he says is appreciated, but more is needed. Arace reminded that New Hampshire and New York POs are permitted to carry a firearm.

After the panel concluded, VSEA members were addressed by House Speaker Mitzi Johnson and Lieutenant Governor David Zuckerman. Both voiced strong support for state employees and the services you provide.

For the remainder of the day, VSEA members were testifying, meeting personally with lawmakers and sitting in on relevant committee meetings. At 4:30 p.m., the annual VSEA Legislative Reception got started in the State House cafeteria, and lawmakers and VSEA members were able to meet and talk, while enjoying some food and drink.

State & Lawmakers Mulling New $140 Million Prison—In Partnership With Private Contractor CCA

VSEA joined Vermonters for Criminal Justice Reform this week in blasting the State and some lawmakers’ decision to begin seriously looking at constructing a new $140 million prison in Vermont; one, VTDigger reports will be built in a public-private partnership with a private contractor, like Corrections Corporation of America (which recently changed its name to CivicCore to deflect from the company’s well-documented past indiscretions). Officials say the new prison would force closure of the Windsor, Swanton and South Burlington facilities.

From the story:

“VSEA members ‘vigorously oppose’ the concept of a private company owning a prison in Vermont,” VSEA Executive Director Steve Howard tells Digger. “We believe there is no role for a private prison company in Vermont. It’s not consistent with Vermont’s values.”
The union has concerns that if a private prison company owned a facility, the company could jack up rental fees down the line, Howard said. The Vermont State Employees Association is also concerned that a private owner may eventually try to take over the functions of the facility.

“We don’t want to start an addiction with another private-prison company."

He said private ownership of a prison is out of line with the “rehabilitative” focus of corrections.

“A for-profit entity, when they see opportunity for more profit, are going to continue to ask for more profit,” Howard said. “Our mission is to get people out of the system and not to come back. Their incentive is to keep the beds filled.”

Note: VSEA is urging members to weigh in early with State officials and lawmakers about how wrong this idea is for Vermont.

April 18 Deadline To Submit Bylaw Changes

The deadline to submit proposals for changes to VSEA’s Master Bylaws is Tuesday, April 18, 2017. Proposals must be mailed to: Cassandra Edson, Bylaws Committee Chair, c/o VSEA Headquarters, P.O. Box 518, Montpelier, VT 05602.

Proposals should reference the number, section, sub-section, etc. of the bylaw you would like to change. You should also include the language you want to add, delete or substitute. Also include the reason(s) you are making this proposal. Example: “Bylaw 0 A (1) (b) Change: Monday to Sunday. Reason: Makes it easier to work with the calendar.”

Please be sure the changes you are recommending include all Articles and/or Bylaws that may be affected by the proposed change.

Discounted Tickets To See The Vermont Bucks Going Fast! Reserve Now!

Orders have been coming in fast, after VSEA sent an email this week to members and retirees that announced a new offer to see a Vermont Bucks indoor football game at half the normal ticket price. Some games are already sold out but some tickets do reamin.

VSEA has a block of 10 discounted tickets for every Vermont Bucks 2017 season home game. There is a two-ticket limit, per-member, per-game (but some special circumstances will be considered, in consultation with VSEA). The tickets, which are on Gutterson Fieldhouse’s VIP Box Level, are $25 each (usually $50) and will be distributed on a first-come, first-serve basis.

The 2017 Vermont Bucks play seven of their eleven games at home, and the season kicks off Friday, March 17, at 7:05 p.m. Here is the Buck’s entire 2017 schedule.

Vermont Needs More Funding, Students For Its State Colleges

“I think Benjamin Franklin was right when he said, ‘An investment in knowledge pays the best interest.’ Education can be a great pathway out of poverty for many. We should do what we can to help Vermonters who want a higher education.

Today, Vermont ranks third worst in the nation in the level of support it provides for higher education. The vast majority of all Vermont students choose to go to one of our Vermont State Colleges. The percent of college cost parents in Vermont pay to help their children go to college is the highest in the country. A student graduating from our state colleges faces a debt of around $28,000.

Unless something is done to help the state colleges, they are looking at ending the year with a $4 million deficit. The more the state colleges increase tuition, the less competitive they are in attracting students from out of state. Fewer Vermont students will make college a choice in the face of more staggering debt.

So, what then do we do? Anyone want to pay more taxes to help? To the [State]’s credit, [it] recommends providing $4 million to the Vermont State Colleges next year. [The State] proposes to fund it, however, by shifting the cost to the Education Fund, which can mean higher property taxes. There does not appear to be much of an appetite for that.

The state colleges deserve much credit for trying to fix the financial situation on their own. They have laid off over 200 staff in the last three years, cutting their expenses by $3.6 million. They have consolidated business office functions across our five-college system, saving another $1 million.

The unification of Johnson State and Lyndon State colleges into Northern Vermont University will save $2 million. The colleges have worked hard to change their retirement and health insurance plans, to save another $2 million.

None of these cost-saving efforts have been easy, and college administrations, faculty and staff deserve much credit for trying to fix their problems. Yet, despite these efforts, they still face a $4 million shortfall.

All possible solutions need to be explored to do more for Vermont families who want to better themselves through higher education. Vermont will spend $4.9 million in taxpayer dollars this year to send students to out-of-state colleges. The question of curtailing that policy has come up for consideration.

In Lamoille County, 126 students out of 514 used their Vermont financial assistance to go to an out-of-state college. In Washington County, that statistic was 347 out of 1,231 students.

Sign The Petition To Oppose Federal So-Called "Right-To-Work" Legislation!

Several labor groups, including AFSCME, AFT and Jobs with Justice, started a national petition drive this week to oppose any attempt by the U.S. Congress to pass so-called "right-to-work" legislation.

Here’s how the petition reads:

To: All Members of Congress and State Lawmakers

Working people in “right-to-work” states earn at least $6,000 less than other people on average. And EPI research shows that, even after controlling for other differences between states like the cost of living, people in “right-to-work” states still earn 3.2 percent less – or $1,558 less per year. So-called “right-to-work” laws lower the wages of everyone who works for a living – union and nonunion alike. Pushed by corporate lobbyists and the American Legislative Exchange Council (ALEC), the only real purpose of so-called “right-to-work” laws is to lower wages and weaken unions. We demand that you stand up for workers’ rights and oppose “right-to-work” laws in Congress and in your state.

Illinois Governor Begins Hiring “Scabs”

Governing reports on March 2 that the administration of Illinois Governor Bruce Rauner has already set up a website to begin recruiting replacement workers (“scabs”) in the event Illinois state workers go on strike. The workers are represented by AFSCME.

"For Governor Rauner to seek temporary strikebreakers in place of skilled and dedicated professionals is a recipe for disaster for the people of Illinois," says AFSCME spokesman Anders Lindall. "Instead of trying to intimidate workers with illegal threats, Bruce Rauner should simply do his job: negotiate with us toward a compromise that’s fair to all."

The union would have to give the administration five days’ notice in the event it calls for a strike.

Lawmakers on both sides of the aisle are not happy with the Governor’s decision,

"I’ve always maintained that the best solution here is to try to figure out a compromise and negotiation together, because … all of these different dynamics creates a very uncertain environment," Jimenez said. "I think the best way to solve that is to actually come to the table and talk about how we can negotiate this contract. All of these different items that are talked about can be very disruptive, not only to the workers and their families, but also the people we serve."

The Illinois workers’ contract expired in July 2015.

VSEA Organizer’s Upcoming Worksite Meetings

VSEA Organizer Tim Lenoch is personally conducting informational meetings in set workplaces on set days in four locations. He says the purpose of the meetings is to provide members with an opportunity to “join with their colleagues and VSEA staff for updates and discussion on the issues and challenges facing state employees and the impact on your working conditions and the services they provide.” He adds that members are welcome to “come share their ideas and hear from co-workers on how to build a stronger union and improve public services.”

Every year, the VSEA Scholarship & Awards Committee solicits scholarship applications from VSEA members and their spouses, dependents and domestic partners. The 2017 scholarship applications are now available online, and VSEA students who are seeking financial assistance this year in the pursuit of post-secondary educational goals can download one here.

VSEA Schedules 2017 “Day At Fenway” Event For August 27

Last year, VSEA scheduled its first-ever “VSEA Day at Fenway” event, and it was a huge success. This year, VSEA will again be sponsoring a trip to Fenway, this time to see the Red Sox battle the Baltimore Orioles in a 1:05 p.m. start on Sunday, August 27. The estimated cost is $80 per person, which includes a bus ride to and from the park, as well as a ticket to the game.

Bolton Valley Offering VSEA Members A Discount On Daily Lift Tickets

Bolton Valley (BV) Ski Resort has been a VSEA Advantage Program participant for years, offering state employees discounted season passes. VSEA Membership Recruitment Committee Launching New Recruitment Effort

The VSEA Membership Recruitment Committee is launching a 2016/2017 “Membership Engagement and Recruitment Initiative” to grow the union’s ranks, asking members to talk with current agency-fee payers about the benefits of full-fledged membership and why s/he should make the switch. If they decide to upgrade their membership, the recruiting member will have the satisfaction of knowing they helped their union become stronger, but, in addition, the Membership Recruitment Committee will be awarding different levels of prizes to members, based on the number of new VSEA members recruited.

Here are the guidelines to participate and be eligible for a prize:

  • Whether submitting your recruited member(s) name(s)on a physical recruitment card or online, you must include your name as the recruiter;
  • Every member who recruits a new member will has his or her name entered into a drawing for the Grand Prize. The winner’s name will be drawn at VSEA’s Annual Meeting in September 2017, and the winner must be present to claim the prize;
  • Team entries are being accepted. Please register with Membership Recruitment Committee Chair Katelyn Chase by emailing her at kchase@vsea.org.
  • Members who recruit a new member, who then agrees to join your union’s political awareness committee (VTPAC) will receive an additional chance to win the Grand Prize, and
  • The cut-off date for this competition is August 30, 2017.

Threatened While On The Job? VSEA Wants To Know

VSEA President Dave Bellini is asking all state employees who are threatened while performing your job duties to provide an account of the threat not only to your supervisor or the State, but also to VSEA.

“VSEA wants to begin to compile its own record of threats against frontline state employees, no matter your occupation,” explains Bellini. “I’m asking all employees who are threatened, especially those working in AHS, to take a few minutes to fill out an online form VSEA made to collect your report. The information will help us provide a firsthand account of the number of threats being made and where they are being made, in addition to some other things.”

VSEA’s Communications Department is happy to disseminate any and all communications the leadership, Chapters, Units, and others request, however, the lists the Department currently pull from are provided to the union by the State of Vermont. VSEA’s Communications Department has found the lists to be dated, incomplete and sometimes lacking key information that was entered by a VSEA staff person but later overwritten or deleted during a State data dump.

To help VSEA more effectively reach active members—and really all those members who want to know what’s going on in their union—VSEA will be working hard in the coming months to collect members’ emails on its own and begin to build contact lists that cannot be altered by a State download.
